Healthcare Compliance Program Manager
Aurae Beidler is currently the manager of the healthcare compliance certificate program at Pacific University. She assisted in the design of a new healthcare compliance graduate certificate program including curriculum development, course set-up, course instruction, etc. Previously she was the Corporate Integrity Administrator for Salem Health, where she managed the daily functions of the compliance program, and served as the primary contact for compliance inquires and concerns. She considers herself an active compliance professional, staying informed in government regulations, attending association events and contributing to compliance-related activities at both the state and federal levels. She has also published an article in Compliance Today on mandatory compliance programs. She utilizes over 3 years experience in healthcare compliance and 10 years in healthcare.
Aurae holds a Masters degree in Healthcare Administration from Pacific University. Her Masters’ capstone project examined compliance strategies of Oregon hospitals with Medicare’s Recovery Audit Contractors. She most recently completed a graduate certificate in biomedical informatics at Oregon Health and Sciences University. Previously, she completed a graduate certificate in healthcare management and policy at Oregon State University, and an undergraduate degree, a Bachelor of Arts in Journalism, from the University of Oregon. Aurae is currently credentialed as a CHC, certified in healthcare compliance and RHIA, registered health information administrator.

Professional Experience Summary
- General Counsel - Responsible for all legal affairs of the system, managing both in-house and outside legal counsel. Extensively involved with strategic planning for the system. Developed the infrastructure for an in-house legal department.
- Corporate Compliance Officer - Reorganized the system compliance program to be a robust and proactive effort and oversee the program. Responsible for many initiatives to develop a culture of compliance.
- Center for Research and Quality - Responsible for the development of a center to centralize the research and grant activities of the system. Reorganize the Internal Review Board and increased the number of clinical trials conducted by physicians within the system. Led an initiative to standardize the collection and reporting of health quality outcomes information across the system.
Dan Briley, MBA, CISSP, CIPP

Dan is an information security and privacy professional with experience as an Information Security & Privacy Officer in both the finance and healthcare industries. He has served clients in diverse organizations with a primary focus on IT governance, risk management, and corporate compliance. He has almost 20 years experience in information technology, privacy, and security. His expertise includes leading technical teams in Fortune 500 financial institutions and regional healthcare systems. During his career, Dan has built information security departments, prepared strategic plans, developed budgets, and led executive briefings. His passion is working with clients to understand and manage technology and data risk in a manner that enhances business operations and strategy.
Dan holds a MBA from University of Redlands and is a Certified Information Systems Security Professional and a Certified Information Privacy Professional.
Gwen Dayton, JD
General Counsel and Vice President, Health Policy for the Oregon Medical Association
Gwen serves as General Counsel and Vice President, Health Policy for the Oregon Medical Association. In that role, she provides guidance to the association and physicians on legal, regulatory and health policy matters. She also serves on the legislative team and coordinates the association’s quality and loss prevention programs. Prior to joining the OMA, Gwen served as General Counsel and Executive Vice President for the Oregon Association of Hospitals and Health Systems and worked in the Office of Legislative Counsel providing health care legal and legislative services to the Oregon legislature.
Gwen is a frequent speaker on health care legal and policy matters. She is the co-author of several chapters in the Oregon State Bar Health Law Manual, is past president of the Oregon Health Law Section and the Oregon Health Lawyers Association. Gwen grew up in Eugene, Oregon and obtained her BA from Pomona College and her JD from the University of Oregon School of Law.
Laura Dimmler, MPA, PhD
Associate Professor & MHA Program Director
Ms. Dimmler received a Bachelor of Arts degree from San Diego State University and a Master in Public Administration from the Kennedy School of Government at Harvard University. She also has an earned doctorate from the University of Colorado’s Graduate School of Public Affairs in health policy. She has worked for three governors of Alaska serving in the Office of Management and Budget. Ms. Dimmler also has worked for the Alaska Department of Environmental Conservation - Division of Environmental Health, the Alaska Department of Health and Social Services - Alaska Medicaid Program, as well as the State of Oregon’s Occupational Safety and Health Division. She served as marketing director for a HealthTrust hospital in Oregon and manager of a group of orthopedic clinics in rural Colorado.
Ms. Dimmler has been teaching graduate and undergraduate courses in healthcare management, leadership and ethics, strategic planning and marketing, health policy, health services research, managerial epidemiology, and rural healthcare for the past twenty years. She has held teaching positions at: Meharry Medical College in Nashville, Tennessee; Cornell University in Ithaca, New York; Montana State University in Billings, Montana; and most recently at Pacific University’s College of Health Professions in Hillsboro, Oregon, where she is serving as the Director of the Master of Healthcare Administration Program.
Michael A. von Arx, MHA, MA, CHC
Director of Compliance for Oregon Imaging Centers and Radiology Associates, PC
Michael holds a Masters in Healthcare Administration and a Masters in Counseling Psychology from Pacific University. His undergraduate degrees in German and Psychology were earned from Portland State University. He has held positions in healthcare and healthcare compliance and is currently the Director of Compliance for Oregon Imaging Centers and Radiology Associates, P.C. in Eugene, Oregon. As a Regulatory Compliance Coordinator for FamilyCare, Inc., Michael implemented the internal and provider audit program as well the compliance program for its Coordinated Care Organization. He also has been a Compliance and Billing Specialist for Albertina Kerr and a Residential Counselor Supervisor for ChristieCare.
Michael plays a critical role in directing and implementing the compliance programs for an innovative imaging center and radiology group. He has extensive experience in Medicare and Medicaid regulations, and monitoring the standards through internal and external auditing. He also has widespread knowledge of quality of care and performance improvements principles and how to apply these to healthcare. Michael takes a unique approach in compliance by utilizing open, process oriented techniques to engage and encourage buy-in with healthcare leaders.
