The Pacific University Human Resources Team is committed to developing partnerships by sharing and providing knowledge, support, and advocacy to faculty, staff, students, and the public.
Our HR Director is Troy E. Strass MBA, PHR
Troy is an accomplished Human Resources professional with many years of experience in the field. His dedication to collaborative management, strong working knowledge in multiple HRIS systems, comprehensive knowledge of established state and federal employment laws, and solid communication skills will make a positive difference to Pacific’s faculty, staff and students.
Troy received his master's in business administration from Willamette University and has a double bachelor of science in human resources management and business management from Portland State University. He has professional HR certification and is well-versed in diversity, employee relation/conflict management, management development, and customer service.

We aim to be business partners, good listeners, committed advocates for employees and the University, stewards of university policies and procedures, and active community members.
HR staff members serve on the Staff Senate, Benefits & Compensation Committee, Staff Development Committee, Staff Conference Committee, Honors & Awards Committee, and the University Diversity Task Force.

Troy Strass, MBA PHR | HR Director
Responsible for oversight of HR programming, employee relations issues, harassment & discrimination, compensation evaluations, staff development, and policy development and revision.
Christie Norbury, PHR | Assistant HR Director & Benefits Manager
Serves as the primary point of contact for all benefits programs including worker’s compensation and COBRA. Responsible for wellness programs and education.
Michele Quint, PHR | Employment Manager
Coordinates the employment process including recruitment, advertising, position descriptions and on-boarding. Handles leaves of absences and unemployment claims. Also responsible for employee recognition and staff development programs.
Tedd Livengood | Payroll Manager
Manages the faculty, staff and student payroll process, special reports and HRIS system accuracy.
Heidi Garner | HR Generalist & Student Payroll Specialist
Serves as first point of contact for the HR Office and is responsible for the processing of student payroll, HRIS maintenance and serves as back-up for the other HR staff.
