Professional Licensure General Disclosure 34 CFR § 668.43(a)(5)(v) and (c)
Pacific University provides this General Disclosure to students prior to enrollment or financial commitment.
Successful completion of the Bachelor of Arts in Education & Learning (Licensure track), the Bachelor of Education, the Bachelor of Music Education, Master of Arts in Teaching or Residency Teacher Licensure programs has been compared to the educational requirements for licensure or certification required for employment in each State and US Territory. If the program does not meet, we have provided contact information to the licensing board for that State or Territory in the Resources column of this table.
Students are advised to determine, prior to enrollment, whether the program meets licensure requirements in the State or Territory in which the Student is located.
Pacific University determines the State or Territory in which a Student applicant is located as the physical address as noted on the enrollment application. For Student applicants who are members of any branch of the US Military, Pacific University determines the Student’s location is their legal residence.
Students must provide formal notification to Pacific University when the student’s legal residence has changed to another State or Territory and when the new State or Territory is listed on the table below and is noted as Does Not Meet.
| State | Meets | Does Not Meet | Resources | Additional Information |

| Oregon | X | Teacher Standards and Practices Commission (TSPC) 250 Division St NE, Salem, OR 97301 Phone: 503-378-3586 Email: contact.tspc@oregon.gov https://www.oregon.gov/tspc/Pages/index.aspx |

| Alabama | X | Alabama Department of Education 50 North Ripley Street P.O. Box 302101 Montgomery, Alabama 36104 Phone: 334-694-4900 Email: comm@alsde.edu https://www.alabamaachieves.org/ |
Alabama’s primary route for out‑of‑state applicants is the “Certificate Issued by Another State” reciprocity approach, which explicitly requires holding a valid professional certificate from another state. There is no clearly defined initial route for out‑of‑state program completers without a license, so completers cannot apply immediately upon program completion.
| Alaska | X | Alaska Department of Education & Early Development PO Box 110500 Juneau, AK, 99811-0500 Phone: 907-465-2800 Email: eed.contact@alaska.gov https://education.alaska.gov/state_board |
Alaska’s Initial Two‑Year Teacher Certificate is for “all applicants who have completed a teacher preparation program and are new to the teaching profession,” without requiring an out‑of‑state license. Under a strict reading, an Oregon‑prepared completer can apply directly on the basis of program completion plus required exams/background check.
| Arizona | X | Arizona Department of Education 1535 West Jefferson Street Phoenix, AZ 85007 Phone: 602-542-4367 Educator Certification Email Contact Form https://www.azed.gov/educator-certification/ |
Arizona has a traditional initial certification route based on completion of a state‑approved educator preparation program, degree, and required exams; reciprocity (which requires an out‑of‑state license) is a separate pathway. Because program completion alone can be used to apply for an initial Arizona certificate, completers may apply immediately upon program completion.
| Arkansas | X | Arkansas Department of Education Division of Elementary & Secondary Education Four Capitol Mall, Room 106B Little Rock, AR 72201 Phone: 501-682-4342 Fax: 501-682-4898 Email: ade.educatorlicensure@ade.arkansas.gov https://dese.ade.arkansas.gov/Offices/educator-effectiveness |
Arkansas’ “How to Obtain a License” page distinguishes between Standard/Provisional Arkansas Teaching License and licensure by Reciprocity. The standard/provisional license is available based on completion of a teacher preparation program plus required tests, without requiring an out‑of‑state license, so an Oregon completer can apply directly.
| California | X | California Commission on Teacher Credentialing ATTN: Division of Licensure Certification 651 Bannon St., Suite 600 Sacramento, CA 95811 Phone: 906-322-4974 Email: credentials@ctc.ca.gov https://www.ctc.ca.gov/ |
California offers a credential “based on out‑of‑state preparation” that requires transcripts verifying completion of a teacher preparation program, student teaching, and other documentation, but does not require holding an out‑of‑state license. The preliminary credential is issued on the basis of program completion plus requirements, with induction/clear work occurring after employment.
