Institutional Loan Limit Policy: Programs Granted Temporary Professional Status

Date Approved
Number
POL-FNA4401

This policy establishes institutional loan caps for academic programs that have been granted Temporary Professional Status under the June 2026 federal court stay in the ongoing litigation against the U.S. Department of Education.

Effective July 1, 2026, institutions may limit the total amount of Direct Subsidized, Unsubsidized, and PLUS loans that a student, or a parent on behalf of such student, may borrow for a program of study for an academic year, as long as any such limit is applied consistently to all students enrolled in that program of study. 34 CFR 685.203(m)(2)(i). Pursuant to this authority, Pacific University is aligning lending limits for academic programs that have been granted Temporary Professional Status under the June 2026 federal court stay as set forth in this policy.

To insulate student borrowers from sudden mid-cycle financial disruptions and mitigate systemic institutional liability, this policy actively manages Title IV distribution during this interim period.
